Q200019 Launching published application with /app_pm loads Full Desktop

When starting a passthrough published application, the desktop will be started instead of the published application.

Possible causes:

1. There is an "Initial Program" configured on the ICA/RDP protocol.
2. The user that logs on has an exception to the default shell (alligator 1482).
